Which MP was recently on the streets?

The Pavement has been told that an MP was been seen at a London soup run, behind the Army and Navy, Victoria. The sighting on Tuesday 17th April, around 8pm, was of an MP with police and press attendents. We contacted the office of the MP for Westminster, Mark Fields, as he was the most likely candidate for this nocturnal visit. Mark Fields's office told us it wasn't him, so we're at a loss. Do you know who he was? Perhaps it was a mayoral candidate?
