Public Space Protection Orders (PSPOs) are being used to fine people for begging or sleeping rough.

Despite public outcry when Hackney Council tried, and failed, to target rough-sleeping with a new PSPO in 2015, the controversial orders are being used elsewhere in England.

The Metro reported that over a dozen PSPOs have been used to target begging, whilst at least another four have been served to rough sleepers.? Rick Henderson of Homeless Link criticised the use of PSPOs: "People that are sleeping on our streets need to be supported, not banned or fined." he said.
